Never mind. I apparently have found a fix and it is working for now. I rebooted and it is still working so it looks like the problem is solved. It was a registry problem.

Fix: HKEY_CURRENT_USER\SOFTWARE\Classes\Local Settings\Software\Microsoft\Windows\Shell. Delete entire BagMRU and Bags folders.

Problem: Windows 10 file explorer slow to create or delete folder names

Method 1: Perform DISM scan to check and restore system file corruption:

Open command prompt by pressing Windows key + X and selecting “Command prompt admin”.

In command prompt, type the following commands and press Enter after each command:

DISM.exe /Online /Cleanup-image /Restorehealth

Method 2: I suggest you to run a System File Checker (SFC) scan to check for any system files corruption in the system. SFC scan will scan for corrupt system files on the computer and repair them.

Press Windows key + X, click Command Prompt (Admin).
In the Command Prompt, type the following command, and then press ENTER:
sfc /scannow
